RELATING TO NON-GENERAL FUNDS. Transfers excess balances from certain special funds to the general fund to address the budget shortfall in fiscal biennium 2009-2011.

RELATING TO UNIVERSAL HEALTH INSURANCE. Creates a tax credit for employers to provide prepaid health insurance to part-time employees. Requires employers to provide prepaid health insurance to all regular employees. Mandates creditable health insurance coverage for all residents. Creates state health insurance purchasing pool for individuals who do not otherwise have access to creditable coverage. Makes an appropriation.

RELATING TO TEMPORARY HEALTH INSURANCE FOR UNEMPLOYED PERSONS. Provides temporary health insurance for unemployed persons who lost their health insurance.

RELATING TO HEALTH CARE. Requires commercial health plans licensed to do business in the State to pay no less than 101% of costs for all services provided to plan beneficiaries by critical access hospitals and federally qualified health centers.

RELATING TO ELECTRONIC PRESCRIPTIONS. Establishes the electronic prescription task force to develop a plan to implement a mandatory electronic prescription drug program not later than 1/1/11. Requires report to legislature by 1/1/11.

RELATING TO HOME CARE AGENCIES. Requires the department of health to license home care agencies. Sunsets 6/30/2014. Makes appropriation.

RELATING TO PHYSICIAN ASSISTANTS. Authorizes physician assistants to sign certain documents; to provide emergency medical care without supervision; to administer immunizations; to prescribe medications for patients suffering from human immunodeficiency virus or acquired immune deficiency syndrome without preauthorization; limits tort liability of physician assistants.

RELATING TO RESPIRATORY CARE. Establishes the respiratory care board and establishes a licensure program required for respiratory care practitioners.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
