RELATING TO AFFORDABLE HOUSING. Directs the legislative reference bureau to review the state and county laws related to affordable housing, to identify strategies to strengthen Hawaii's housing laws. Requires report to the 2010 legislature. (SD1)

RELATING TO HOUSING. Enables the Hawaii housing finance and development corporation to more easily collect the value of shared appreciation equity and other restrictions when an affordable housing property is publicly sold through a foreclosure. Requires written notification of intent to foreclose on properties encumbered by such priority liens. (SD2)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Makes necessary housekeeping amendments to chapter 201H, Hawaii Revised Statutes; authorizes the imposition of service fees to recoup program administrative expenses. (SD2)

RELATING TO THE TRANSFER OF HOMELESS PROGRAMS WITHIN THE DEPARTMENT OF HUMAN SERVICES. Transfers homeless programs and services within the Department of Human Services by relocating the state homeless programs from the Hawaii Public Housing Authority to the Benefit, Employment, and Support Services Division. RELATING TO LOW-INCOME HOUSING. Shortens the period over which low-income housing tax credits can be taken from 10 years to 5 years. (SD2)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Authorizes the Hawaii public housing authority to assess all the units in a state public housing project for common area expenses. (SD2)

RELATING TO PUBLIC HOUSING. Amends criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after reasonable request or warning to leave by housing authorities; excludes an invited guest. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
