Expedites the construction of affordable housing units by requiring ministerial permits associated with the project to be issued by the State or county within 45 days of county council approval of the project.

Increases the supply while decreasing the cost of affordable housing.

RELATING TO AFFORDABLE HOUSING.

Requires counties to accept or reject a public infrastructure dedication that has been developed as part of a housing project within 60 days of the dedication request.

Eliminates the Hawaii community development authority's cash-in-lieu option for meeting reserved housing requirements.

Status

RELATING TO AFFORDABLE HOUSING.

Increases the number of eligible households:  (1) under which the counties may provide flexibility in land use density provisions and public facility requirements, and (2) to which the housing finance and development corporation may lease land for $1 per year to nonprofit organizations that provide affordable housing, by lowering threshold income limits from 140% to 80% of median incomes.

Status

RELATING TO HOUSING.

Requires petitioners for reclassification of district boundaries and developers of 25 or more housing units provide for at least 60% of the units to be affordable housing, of which 25% going to the households earning up to 80% of the area median income.

RELATING TO KAKAAKO.

Increases the reserved housing requirement for a planned development to twenty-five per cent of floor space in the Kakaako community development district, mauka area for lots three acres or more in size.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
