RELATING TO INVESTIGATORS OF THE DEPARTMENT OF HUMAN SERVICES. Authorizes the Director of Human Services to appoint and commission investigators to investigate incidents at the Hawaii youth correctional facilities, and gives these investigators access to necessary information maintained by state and county entities. Takes effect January 1, 2050. (HB1101 HD1)

RELATING TO ASSISTANCE FOR AGED, BLIND, AND PERMANENTLY AND TOTALLY DISABLED PERSONS. Indicates that assistance for eligible aged, blind, and permanently and totally disabled persons is available up to the amount of any legislative appropriation not to exceed the current statutory sixty-two and one-half per cent of the standard of need. RELATING TO GENERAL ASSISTANCE. Places a twenty-four-month limit on general assistance to households without minor dependents with appropriate exceptions. Requires DHS to refer general assistance recipients to the aged, blind, and permanently and totally disable program under specified conditions. Converts general assistance into an entitlement program. Takes effect July 1, 2020. (HB1098 HD2)

RELATING TO TAXATION. Creates a state earned income tax credit funded initially with TANF funds. Restricts the interest charged by tax preparers to clients who claim the earned income tax credit. (HB333 HD2)

RELATING TO CHILDREN. Appropriates Temporary Assistance for Needy Families funds and general revenue funds for the Healthy Start and Enhanced Healthy Start Programs, to maintain current services, to hire additional staff and for provider training. (HB1354 HD2)

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
