RELATING TO TAXATION. Provides a refundable state earned income tax credit equivalent to twenty per cent of the federal earned income tax credit. Requires the refundable portion of the earned income tax credit to be reimbursed by federal or state temporary assistance for needy families funds.

RELATING TO NOTICE OF GUARDIANSHIP PROCEEDINGS. Amends section 560:5-113, Hawaii Revised Statutes, to provide that notice to parents shall not be required if the parents have been served in a proceeding under chapter 587, Hawaii Revised Statutes, and a permanent plan has been ordered by the Court.

MAKING AN APPROPRIATION FOR BIG ISLAND JUVENILE INTAKE AND ASSESSMENT CENTER. Appropriates funds as a grant-in-aid to the county of Hawaii for the juvenile intake and assessment center pilot site in Pahoa, Hawaii.

RELATING TO PUBLIC PROCUREMENT. Establishes a preference for bidders to government contracts who pledge to hire individuals with disabilities and certain temporary assistance to needy families recipients.

RELATING TO UTILITIES. Requires the public utilities commission to implement a program to achieve lifeline electricity rates for residential electricity users who are elders with limited income, the handicapped with limited income, and any person with a medical condition who is dependent on a medical device requiring electricity to operate.

RELATING TO COMMUNITY SERVICE. Requires the DLIR's office of community service to establish a mandatory community service program for all residents between the ages of 16 to 20. Requires report to legislature by DLIR. |
