RELATING TO COMMUNITY CARE FOSTER FAMILY HOME.

Allows a married couple, consisting of two private pay clients who meet certain conditions, to live in the same community care foster family home.  Sunsets 7/1/2011.

RELATING TO CHILDREN.

Establishes a task force to coordinate resources for homeless children.  Sunsets on 6/30/13.  Establishes and appropriates funds to the kokua na keiki special fund.  Creates an administrative grant program for the department of human services to award grants for programs that benefit homeless children.

RELATING TO SCHOOLS.

Appropriates TANF funds for non-school-hour programs; appropriates funds for the Safe Haven after-school program in Hawaii county; establishes a task force on non-school-hour programs; and appropriates general funds for non-school-hour activities and an educational specialist II.

Creates a state earned income tax credit funded initially with TANF funds.  Restricts the interest charged by tax preparers to clients who claim the earned income tax credit.

Provides a refundable state earned income tax credit equivalent to twenty per cent of the federal earned income tax credit.  Requires the refundable portion of the earned income tax credit to be reimbursed by federal or state temporary assistance for needy families funds.

Requires that tenants of rental property be given sixty days written notice to vacate when the rental property is sold in foreclosure.  Requires that tenants of rental property be notified when foreclosure proceedings have begun on the rental property.
