RELATING TO THE CHILDREN'S JUSTICE PROGRAM. Establishes the confidentiality of children's justice program records, subject to exceptions for program and provider staff, mental and physical health professionals, and the courts.

RELATING TO CHILDREN. Amends section relating to social worker expertise by removing the designation of social worker testimony as expert testimony.

RELATING TO CHILDREN. Extends the time the department of human services may assume temporary foster custody of a child without an order of the court from three to five working days to allow for more time to conduct an investigation. Requires the department to conduct an ohana conference prior to deciding what course of action to take.

RELATING TO FOSTER CARE SERVICES. Increases the monthly board rate distributed by the department of human services for foster care services for children.

RELATING TO CHILD ABANDONMENT. Makes it a misdemeanor to abandon a child by leaving the child with a person whose identity cannot be proven or who cannot be later located.

RELATING TO PUBLIC SAFETY. Prohibits registered sex offenders from entering upon and loitering within restriction zones around schools and child care facilities. Imposes penalties.

RELATING TO SOCIAL SERVICES. Prohibits the use of an electronic benefits transfer card for the purchase of alcoholic beverages or tobacco, or as part of a transaction in which alcoholic beverages or tobacco are purchased by means other than an electronic benefits transfer card; requires the department of human services to establish a program to pay rental payments directly to the owner of the rental property for any person eligible for rental financial assistance by the department; requires the department to establish rules for both programs.

RELATING TO LANGUAGE ACCESS. Designates the month of September as "language access month" to promote awareness of language access for government services and to emphasize the importance of and the need for language access in Hawaii.

RELATING TO TAXATION. Amends Hawaii Revised Statutes section 235-1 to include the definition of "totally disabled."

· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at HMSTestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
