RELATING TO HEALTH. Establishes reimbursement guidelines for medicaid to hospitals and facilities with long‑term care beds. Makes appropriation.

RELATING TO HEALTH CARE. Requires DHS to include in its request for proposals for QUEST providers various provisions to safeguard against disruption of services that may be caused by positive enrollment.

RELATING TO THE PURCHASES OF HEALTH AND HUMAN SERVICES. Specifies that proposals for purchases of health and human services must be submitted by duly licensed providers and for the exact amount to be expended by the State.

RELATING TO THIRD PARTY LIABILITY FOR MEDICAID. Ensures State compliance to the P.L. 109-171, the federal Deficit Reduction Act of 2005 (DRA), section 6035, that requires the strengthening of the State's ability to identify and obtain payments from third party resources that are legally responsible to pay claims primary to medicaid.

RELATING TO HEALTH. Requires the department of health and the department of human services to post on their respective websites reports of all inspections of care facilities. Appropriates funds to the department of health and to the department of human services to prepare to post inspection reports online.

RELATING TO GENERAL EXCISE TAX. Provides a general excise tax deferment for 4 years for payments received from medicaid or medicare by for-profit hospitals, that provide services to an annual patient population consisting of 60% or more uninsured, medicaid, and medicare patients.

RELATING TO HEALTHCARE. Allows patients enrolled in QUEST Expanded Access to receive services through an alternative provider at a community-based medical home. Makes an appropriation.

Requests the executive office on aging to cooperate with county offices of aging to develop a plan to increase voluntary contributions, procedures for managing waitlists, and policies for implementing a cash and counseling model for service delivery. RELATING TO LONG-TERM CARE. Appropriates funds to assist with the development of the aging and disability resource center program.

Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
