RELATING TO PHYSICIAN WORKFORCE ASSESSMENT. Creates John A. Burns school of medicine special fund; establishes a $60 physician workforce assessment fee to renew physician and osteopathic physician licenses; transfers those fees from compliance resolution fund for deposit to the special fund for Hawaii physician workforce assessment information; appropriates funds; requires annual and biennial reports; repeals the physician workforce assessment fee and the transfer of fees from the compliance resolution fund on June 30, 2012. RELATING TO HAWAII HEALTH CORPS. Establishes the Hawaii health corps program to address physician shortages in rural areas of the State; establishes a loan repayment program and an incentive plan for the recruitment of health care professionals to serve shortage areas. (SD2)

RELATING TO HEALTH. Authorizes Hawaii health systems corporation to conduct criminal history record checks. (SD2)

RELATING TO REMOTE DISPENSING. Authorizes remote dispensing pharmacies to provide medications to patients with health insurance coverage; allows remote dispensing pharmacies to dispense controlled substances. (SD2)

RELATING TO NATUROPATHIC MEDICINE. Amends the title of chapter 455 to "naturopathic medicine" and amends references therein; defines "naturopathic medicine"; changes the name of the board of examiners in naturopathy to the board of naturopathic medicine and authorizes the board to make rules; authorizes naturopathic physicians to obtain Federal Drug Enforcement Administration registration; authorizes temporary license to licensed out-of-state naturopathic physicians in a declared public health emergency. Makes amendments to clarify the legislature's support for the expanded use of new technology in telemedicine; clarifies that telehealth is within the scope of a physician's practice; clarifies that a provider-patient relationship may be established through telehealth where the provider is licensed to practice in this State. RELATING TO TEMPORARY HEALTH INSURANCE FOR UNEMPLOYED PERSONS. Provides temporary health insurance for unemployed persons who lost their health insurance. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
