RELATING TO MOBILE MEDICAL CARE. Authorizes the use of federal Homeland Security Grant Program funds to provide the people of the southern portion of the island of Hawaii with increased access to suitable emergency and clinical medical care.

RELATING TO RURAL PRIMARY HEALTH CARE TRAINING. Appropriates funds to: (1) develop a statewide rural primary health care training program; and (2) support the family medicine residency program of the University of Hawaii John A. Burns school of medicine's department of family medicine and community health. Effective 7/1/09.

RELATING TO PHYSICIAN SHORTAGES. Establishes the Hawaii Rural Health Care Provider Loan Repayment Program to provide student loan repayments to physicians who practice in federally designated health professional shortage areas of the state.

RELATING TO PARKING FOR PERSONS WITH DISABILITIES. Makes vehicles owned and operated by nursing facilities eligible for disabled parking license plates, placards, and identification cards.

RELATING TO VETERANS. Transfers Yukio Okutsu State Veterans Home from department of health, Hawaii health systems corporation, to department of defense, office of veterans' services.

RELATING TO INSURANCE. Requires insurers that offer health care coverage to the regular employees of any group or association to offer the same coverage to part-time employees working at least 15 hours per week. Requires the insurance commissioner to report to the legislature on cost-benefit.

RELATING TO TAX CREDITS. Provides a tax credit for costs related to conducting medical technology research.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to three minutes. This three minute policy will be enforced to ensure fairness and adequate consideration to all bills.
If you require special assistance or auxiliary aids and/or services to participate in the House public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the Committee Clerk at 586-6150 or email your request for an interpreter to HouseInterpreter@Capitol.hawaii.gov at least 24 hours prior to the hearing for arrangements.
