Creates temporary exemptions in procurement, rule making, and public employment statutes for programs, services, and benefits using funds allocated to the State by the American Recovery and Reinvestment Act of 2009.

Amends state water quality standards for marine waters to conform to federal standards.

RELATING TO FOSSIL FUELS.

Prohibits the construction or operation of any new electricity generating facility using fossil fuel, except under extraordinary circumstances, as determined by the PUC, or when the electric generation unit has rated capacity of less than 2 megawatts and is used primarily to serve a facility's own internal operation.

RELATING TO BUREAU OF CONVEYANCES.

Transfers fee time share interest from the land court system to the regular system.  Establishes a working group to resolve implementation issues.  Establishes a pilot program to implement electronic recording of fee time share interests.  Allows bureau of conveyances to charge a fee for deregistration of a fee time share interest.
