RELATING TO REAL PROPERTY. Requires the registrar of the bureau of conveyances to provide, within 10 days after each week and free of charge, an image and index of all documents and instruments have been recorded in the registrar's office that week relating to regular system land in all the counties, to the county designated in a memorandum of understanding agreed upon by the counties to act as a central clearinghouse.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Fortifies the recreational renaissance program of the department of land and natural resources through various amendments to state law.

RELATING TO FISHING. Requires DLNR to continue to hold public informational meetings to hear concerns and suggestions from the public regarding the taking and protection of uhu, weke/moana kali, and ulua/papio. Requires DLNR to use and present all available data to support the basis for any rule proposed based on public input, and if no data is available, use all available means to gather the necessary data. Requires DLNR to develop a monitoring and evaluation program to determine the effects that runoff, sedimentation, pollution, lack or profusion of fresh water intrusion into the marine ecosystem, and the introduction of invasive species have on the ecosystem that affects the habitat and forage of uhu, weke/moana kali, and ulua/papio. Requires DLNR to develop a monitoring and evaluation program to determine the outcomes to be achieved by the implementation of any proposed rule and estimate the timeframes through which the outcomes will be achieved.

RELATING TO CHARTER SCHOOLS. Makes various amendments to charter school administration and operations.

RELATING TO CHARTER SCHOOLS. Clarifies civil service status of employees at 2 conversion charter schools, Waialae and Lanikai elementary schools.

RELATING TO CONTROLLED SUBSTANCES. Directs the attorney general to coordinate a review of the impact of diverting marijuana and low-level felony drug offenders out of the criminal justice system into treatment. Establishes a task force to examine issues relating to medical marijuana patients and current medical marijuana laws. Establishes a task force to examine the effects of salvia divinorum.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
