RELATING TO NOISE. Requires the department of health to add the dBC decibel weighting system to the current dBA decibel weighting system for purposes of community noise control. Sets permissible maximum sound levels for nighttime and grants the DOH and the county liquor commission the authority to enforce these limits. Directs DOH, DLIR, and the county liquor commission to develop recommendations for a permanent maximum sound level, in decibels.

RELATING TO AIR POLLUTION FEES. Removes the exemption from fees for air pollution emissions in excess of 4,000 tons annually from covered sources.

RELATING TO WATER QUALITY STANDARDS. Amends state water quality standards for marine waters to conform to federal standards.

MAKING AN APPROPRIATION FOR THE EMERGENCY ENVIRONMENTAL WORKFORCE. Appropriates funds to continue the Emergency Environmental Workforce Program.

RELATING TO HOUSEHOLD ENERGY DEMAND. Allows the use of clotheslines on any privately owned single-family residential dwelling or townhouse.

RELATING TO FOSSIL FUELS. Prohibits the construction or operation of any new electricity generating facility using fossil fuel, except under extraordinary circumstances, as determined by the PUC, or when the electric generation unit has rated capacity of less than 2 megawatts and is used primarily to serve a facility's own internal operation.

RELATING TO RENEWABLE ENERGY. Makes various revisions to renewable energy and net energy metering provisions. Encourages the development of renewable energy in Hawaii.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
