RELATING TO TAXATION. Authorizes a tax on individuals and entities that transfer a stock ownership interest in a legal entity that owns real property located in Hawaii.

RELATING TO TAXATION. Amends the definition of nameplate capacity for biofuels facilities and revises the allowable tax credit to be equal to 40 cents per gallon of biofuel produced. Requires qualifying facility to be located within the State and utilize locally grown feed stock for at least 75% of its production output.

RELATING TO GENERAL EXCISE TAXATION. Excludes from the general excise tax, amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States.

RELATING TO LOW-INCOME HOUSING. Establishes a program for granting low-income housing tax credit loans in lieu of low-income housing tax credits administered by the Hawaii Housing Finance and Development Corporation. Authorizes issuance of GO bonds to fund loans.

RELATING TO HEALTH. Authorizes the Hawaii Health Systems Corporation to conduct criminal history record checks.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Requires (1) Hawaii health systems corporation (HHSC) with the Department of Health's assistance to determine the current amount of all community hospital liabilities accrued up to 6/30/1996 that still exist; and (2) HHSC to assume all subsequent liabilities. Clarifies HHSC responsibility for payments into the employees' retirement system funds for its employees. Provides for an annual audit of HHSC.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Transfers the community hospitals of the state government to the department of health from the Hawaii health systems corporation and abolishes the corporation and its regional boards. Provides for the repeal of the transfer provisions and enabling law for the community hospitals on June 30, 2011. Establishes a transition committee to conduct a study to determine a permanent structure for the community hospitals and requires a report before 10/1/2010.
