RELATING TO INSURANCE. Updates references in insurance code and updates continuing education requirements for insurance licensees. Adopts the National Association of Insurance Commissioners' Authorization for Criminal History Record Check Model Act to allow fingerprinting of insurance licensees.

RELATING TO MORTGAGE LOAN ORIGINATORS. Allows the commissioner of financial institutions to regulate, license, examine, and enforce laws regulating mortgage loan originators. Exempts mortgage loan originators from chapter 454, HRS, relating to mortgage brokers and solicitors. Effective July 1, 2090.

RELATING TO WORKERS' COMPENSATION. Clarifies that sheriffs' chaplains are entitled to workers' compensation.

RELATING TO UNEMPLOYMENT INSURANCE. Extends unemployment benefits to individuals seeking part-time work and to workers separated from employment for a compelling family reason.

RELATING TO UNEMPLOYMENT CONTRIBUTION RATES. Intended to conform Hawaii's unemployment insurance law to federal law to ensure uniform application to all state unemployment insurance experience rating transfers for employers.

RELATING TO WORKERS' COMPENSATION. Requires independent medical examinations and permanent impairment rating examinations to be performed by physicians mutually agreed upon by employers and employees or appointed by the director of labor and industrial relations.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (Neighbor Islands); or

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
