RELATING TO THE UNIFORM FOREIGN-COUNTRY MONEY JUDGMENTS RECOGNITION ACT. Enacts Uniform Foreign Country Money Judgments Recognition Act and in so doing, replaces and updates similar law codified as chapter 658C, HRS. Updates former law by, among other things, allocating burden of proof with respect to application of law, setting out procedure for obtaining recognition of foreign country money judgments, expanding grounds for denying recognition and allocating burden of proof to do so. Establishes statute of limitations.

RELATING TO THE HAWAII REGISTERED AGENTS ACT. Adopts provisions of the Model Registered Agents Act, which streamlines business registration filings for registered agents who accept service of process on behalf of businesses in Hawaii, particularly commercial agents who are in the business of serving as agents.

RELATING TO PUBLICATION OF HEARING NOTICES. Saves money by allowing the Public Utilities Commission to provide hearing notices to only the island(s) affected by a public utility proposal for change in utility rates and ratemaking procedures. Hearing notices will continue to be sent to those directly impacted by any proposed changes.

RELATING TO GAS PIPELINE SYSTEMS. Repeals the Public Utilities Commission's responsibility for pipeline safety and inspection functions in Hawaii because this has been the responsibility of the Federal Office of Pipeline Safety since 1993.

RELATING TO ESCROW DEPOSITORIES. Revises the escrow depository law to: (1) clarify which escrow transactions are covered by the statute and which are not; (2) update the statute to adequately reflect the present day size of the transactions routinely handled by the industry; (3) provide for more flexibility in supervising and regulating the industry; and (4) ensure adequate protection for the consumer. Effective 01/01/2090.

RELATING TO CONDOMINIUMS. Merges the condominium management education fund and the condominium education trust fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
