Status

RELATING TO COMMUNITY-BASED ECONOMIC DEVELOPMENT.

Authorizes the Hawaii Community-based Economic Development Revolving Fund to receive funding from any source.  Repeals prohibition on reallocation of funds from loan program to grant program and reduces the maximum interest rate on the loans from 10 percent to 6 percent.  Reduces limit on applicant's total loan balance from $500,000 to $250,000.  Deletes requirement that the revolving fund be used to reimburse advisory council members for expenses.

RELATING TO HIGH TECHNOLOGY.

Amends the high technology research and development loan and grant program to allow the State to catch up to increased federal award amounts.

Establishes an aerospace advisory committee to assist the legislature and state agencies in development of the aerospace industry.

RELATING TO CIVIL SERVICE LAW.

Clarifies that positions in the Hawaii National Guard sponsored adult educational programs are exempt from civil service requirements.

RELATING TO GOVERNMENT SHARED SERVICES TECHNOLOGY.

Establishes the shared services technology special fund to allow departments and agencies to pool resources for common technology systems, hardware, and software.

Status

RELATING TO FOOD WASTE RECYCLING.

Requires the department of education, in a partnership with the department of health, to establish a three-year food waste recycling pilot project in one or more public schools.  Allows departments to enter into public/private partnerships to establish and operate the pilot program.  Appropriates funds for the pilot program.

Status

RELATING TO EARLY LEARNING.

Adds to the Early Learning Council (ELC) a representative from a Head Start provider agency or the representative's designee.  Authorizes all ELC members to designate representatives for their role on the ELC.  Requires the ELC, in its development of the early learning system, to develop a plan to ensure that the needs of junior kindergarteners are addressed.  Renames the Keiki First Steps Trust Fund as the Early Learning Trust Fund.  Requires that any general fund appropriations for Comprehensive Student Support Services (EDN 150) designated for the early learning system that are unexpended or unencumbered at the end of the 2008-2009 fiscal year, lapse into the Fund on June 30, 2009.

Status

RELATING TO INTERSTATE COMPACT ON EDUCATIONAL OPPORTUNITY FOR MILITARY CHILDREN.

Enacts the interstate compact on educational opportunity for military children to remove barriers to educational attainment faced by children of military families due to frequent moves and deployment of parents.
