RELATING TO CORRECTIONS. Renames the intake service center division of DPS to the reentry intake services division, whereby the reentry intake services division will work closely and collaborate with the furlough programs in each county, the Hawaii paroling authority, and the correction program services division to ensure that the reentry needs of inmates are being met.

RELATING TO CORRECTIONS. Specifies criteria that must be considered in deciding whether to transfer inmates between correctional facilities located in Hawaii and correctional facilities located outside of Hawaii.

RELATING TO PUBLIC SAFETY. Establishes a state residential drug abuse program with an in‑community component to help inmates' reentry into the community upon their release from prison. Effective 7/1/2050.

RELATING TO FIRE PROTECTION. Maintains the requirement for fire inspections conducted by the county fire chiefs. Provides that frequency of inspections of buildings other than public schools shall be conducted once every five years or as deemed practicable or necessary rather than every 2 years.

RELATING TO FIREWORKS. Increases the permit fees associated with using and importing fireworks. Requires permit fees for purchasing and using fireworks be provided to the county fire departments.

RELATING TO CONTROLLED SUBSTANCES. Makes Hawaii's controlled substance laws consistent with that of federal law and clarifies sections of chapter 329 relating to controlled substances. Authorizes administrative inspections of the premises and records other than financial data, for establishments such as pharmacies that are authorized to dispense controlled substances. Effective 07/01/2050.

RELATING TO HOUSING. Enables the Hawaii housing finance and development corporation to more easily collect the value of shared appreciation equity and other restrictions when an affordable housing property is publicly sold through a foreclosure. Requires written notification of intent to foreclose on properties encumbered by such priority liens.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Authorizes the Hawaii public housing authority to assess all the units in a state public housing project for common area expenses. Eliminates most procedural requirements to hearing for eviction of tenants from public housing, but requires written notice per federal law. Requires evictions to be conducted by hearings officers appointed by the Hawaii public housing authority.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
