RELATING TO SCHOOL MEALS. Adds a definition of "school meals" to include breakfast and lunch; clarifies that the department of education shall set prices for all school meals, based on the previous year's cost.

RELATING TO THE FEDERAL GRANTS SEARCH, DEVELOPMENT, AND APPLICATION REVOLVING FUND. Expands the allowable use of the federal grants search, development, and application revolving fund to include monitoring and auditing. Changes the name of the fund to reflect the new allowable uses.

RELATING TO CAPITAL IMPROVEMENT PROJECTS. Requires the Legislative Reference Bureau to review the memorandum of understanding between the Department of Education and Department of Budget and Finance for the allotment of capital improvement projects, with the goal of replicating the processes of the MOU for use by other state agencies with many capital improvement projects that are predominantly funded by general obligation bonds.

RELATING TO THE TEACHER EDUCATION COORDINATING COMMITTEE. Clarifies membership requirements of the teacher education coordinating committee.

RELATING TO EDUCATION. Clarifies that individuals hired after June 30, 2008, may be employed on an emergency basis, for no more than three years in the aggregate. Clarifies that individuals hired after June 30, 1997, but before July 1, 2008, may be employed on an emergency basis, for no more than four years in the aggregate.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
