RELATING TO COUNTIES.

Specifies that in a county with a population of at least 500,000 people, a county board of water supply may issue revenue bonds in its own name if so authorized under the county charter.  Effective 01/01/90.

RELATING TO THIRD PARTY LIABILITY FOR MEDICAID.

Ensures state compliance with the Deficit Reduction Act of 2005 (P.L. 109-171) by strengthening the State's ability to identify and obtain payments from first or third party payers that are legally responsible to pay for health care services received by medicaid recipients primary to medicaid.

Amends the disclosure requirements for recipients of monetary awards from the State.  Requires the department of accounting and general services to manage and update the information posted on the website.

RELATING TO PUBLIC ACCOUNTABILITY.

Amends the governor's power to unilaterally limit appropriations that were previously approved by the legislature to require the governor to explain in writing any decisions to reduce, withhold, or otherwise limit appropriations approved by the legislature.

RELATING TO THE STATE BUDGET.

Reiterates the legislature's intent that appropriation transfers or changes between programs and agencies be made only pursuant to prior legislative authorization.  (SD1)

RELATING TO GOVERNMENT.

Creates temporary exemptions in procurement, rule making, and public employment statutes for programs, services, and benefits using funds allocated to the State by the American Recovery and Reinvestment Act of 2009.

DECISION MAKING TO FOLLOW

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
