RELATING TO CRIME. Mandates minors aged 15-17 be tried as adults in cases of first and second degree murder. Provides for discretionary remand of the minor in specified cases.

RELATING TO SKILLED NURSING FACILITIES. Adds skilled nursing facilities to the businesses that may qualify for benefits under the State Enterprise Zones law.

RELATING TO SHORELINE SETBACKS. Allows DLNR to establish an interim construction moratorium along Kailua Beach to protect development from coastal hazards, to conserve and protect beaches, to preserve recreational uses of coastal resources, or to minimize future impacts to the coastal ecosystem.

RELATING TO GENERAL ASSISTANCE. Places a twenty-four-month limit on general assistance to households without minor dependents with appropriate exceptions. Requires DHS to refer general assistance recipients to the aged, blind, and permanently and totally disable program under specified conditions. Converts general assistance into an entitlement program.

RELATING TO ASSISTANCE FOR AGED, BLIND, AND PERMANENTLY AND TOTALLY DISABLED PERSONS. Indicates that assistance for eligible aged, blind, and permanently and totally disabled persons is available up to the amount of any legislative appropriation not to exceed the current statutory sixty-two and one-half per cent of the standard of need.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Requires that not less than 40 percent of moneys allocated to the Tourism Special Fund from the Transient Accommodations Tax be used for tourism product development and cultural programs.

RELATING TO TRANSPORTATION. Allows the Department of Transportation to hire and award security contracts by negotiation and not through a bid. Effective 07/01/2050.

RELATING TO TOURISM. Appropriates an unspecified amount of funds for the application of a spaceport license from the Federal Aviation Administration to establish space tourism in Hawaii. Effective July 1, 2112.

DECISION MAKING TO FOLLOW
