RELATING TO HEALTH. Creates the Hawaii Health Authority to develop a comprehensive plan to provide universal health care in Hawaii.

RELATING TO INSURANCE. Requires insurers that offer health care coverage to the regular employees of any group or association to offer the same coverage to part-time employees working a certain amount of hours per week and for a minimum length of time, if a minimum percentage of the part-time employees agree to purchase coverage. Requires the Insurance Commissioner to submit a cost-benefit report to the Legislature. Effective 07/01/2020.

RELATING TO HEALTH. Requires a franchise retail food establishment to include nutritional information about each standard menu item.

RELATING TO ENVIRONMENTALLY-SENSITIVE PRODUCTS. Requires public schools to use environmentally-sensitive cleaning and maintenance products. Directs the department of health to establish guidelines and specifications for the products. Requires the state procurement office to maintain a list of vendors who produce, manufacture, or sell environmentally-sensitive products.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
