RELATING TO TRANSPORTATION. Extends the sunset date of Act 2, Second Special Session Laws of Hawaii 2007, from the forty-fifth day following adjournment sine die of the Regular Session of 2009 to the forty-fifth day following adjournment sine die of the Regular Session of 2010.

RELATING TO INTRA-STATE AVIATION. Exempts the general excise and use taxes on fuel sold from a foreign-trade zone to common carriers for use in interisland air transportation.

RELATING TO THE PASSENGER FACILITY CHARGE SPECIAL FUND. To provide the Airports Division, Department of Transportation with additional financing options utilizing its Passenger Facility Charge (PFC) revenues to construct airports capital improvement projects (CIP) and to provide the statutory framework to permit the execution of these financial options.

RELATING TO HIGHWAY SAFETY. Establishes the photo red light imaging detector system program. Authorizes counties to implement the program. Requires fines collected to be paid directly to the county in which the fine occurred. Increases the time to mail a citation to the owner of the vehicle that used a high occupancy lane illegally.

RELATING TO MEDICAL ENTERPRISE ZONES. Establishes medical enterprise zones in the State to encourage the development of medical and research services. Creates a 7-year pilot medical enterprise zone in West Maui.

RELATING TO THE UNIVERSITY OF HAWAII AT HILO. Establishes the office of the vice chancellor for research and economic development at the University of Hawaii at Hilo.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
