RELATING TO THE UNIVERSITY OF HAWAII. Establishes the Hawaii Medical Doctor Loan Repayment Program for University of Hawaii medical school graduates and medical school graduates with training from Hawaii based medical program working in rural areas of the state.

RELATING TO HEALTH INFORMATION EXCHANGE. Creates an office of state coordinator of health information exchange within the department of health and creates a health information exchange program. Makes appropriations. Effective Date of July 1, 2020.

RELATING TO MOBILE MEDICAL CARE. Authorizes the use of federal Homeland Security Grant Program funds to provide the people of the southern portion of the island of Hawaii with increased access to suitable emergency and clinical medical care.

RELATING TO RURAL PRIMARY HEALTH CARE TRAINING. Appropriates funds to: (1) Develop a statewide Rural Primary Health Care Training Program; and (2) Support the Family Medicine Residency Program of the University of Hawaii John A. Burns School of Medicine's Department of Family Medicine and Community Health. Effective 7/1/2020.

RELATING TO NURSE AIDES. Specifies the renewal period for the recertification of nurse aides and the number of continuing education hours for their recertification. Effective 07/01/2020.

RELATING TO REGISTERED NURSES. Removes, for a foreign nursing school graduate applying for licensure by examination for registered nurses in Hawaii, the requirement to obtain certification from the Commission on Graduates of Foreign Nursing Schools. Requires the Board of Nursing to adopt rules requiring submission of the Breakdown of Educational Program for International Nursing Programs form and a certified school transcript.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES. Requires insurers, mutual and fraternal benefit societies, and health maintenance organizations to recognize advanced practice registered nurses as primary care providers. Grants increased signature authority and prescriptive rights. Amends definition of advanced practice registered nurse.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
