RELATING TO STATE SALARIES. Establishes a two year statute of limitations for recovering indebtedness to State through withholding of state salary.

RELATING TO CERTAIN FUNDS UNDER THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS. Clarifies the classification of certain special funds as trust funds and appropriates $5,000,000 from the special fund for disability benefits for automation of the disability compensation division.

RELATING TO WORKERS' COMPENSATION. Requires the employer to continue medical services to an injured employee despite disputes over whether treatment should be continued, until the director of labor and industrial relations decides whether treatment should be continued.

RELATING TO WORKERS' COMPENSATION. Increases the fee schedule of compensation for medical care in workers' compensation cases from 110% to of the Medicare Resource Based Relative Value Scale system applicable to Hawaii as prepared by the United States Department of Health and Human Services.

RELATING TO WORKERS' COMPENSATION. Excludes services performed by an individual who is a member of a limited liability company or a partner of a limited liability partnership who has a distributional interest in the company or partnership of at least 50%, a partner of a partnership, and a sole proprietor from the definition of "employment" under the workers' compensation law.

RELATING TO THE LABOR AND INDUSTRIAL RELATIONS APPEALS BOARD. Authorizes the labor and industrial relations appeals board (appeal board) to utilize a hearings officer and allow that hearings officer to hold a hearing, in order for the appeal board to expedite hearings on certain workers' compensation matters.

RELATING TO UNEMPLOYMENT. Creates the state comprehensive employment training program providing subsidized employment for work with a public purpose. Prohibits direct replacement of current employees. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
