Status

RELATING TO THE UNIVERSITY OF HAWAII.

Authorizes the UH Board of Regents to issue an additional $150,000,000 in revenue bonds for the purpose of financing the costs of construction or costs of maintenance of university projects.  Extends the lapse date of the appropriation of $100,000,000 in revenue bond proceeds authorized by Act 161, Session Laws of Hawaii 2007, to June 30, 2013.  Authorizes the UH Board of Regents to issue an additional $150,000,000 in revenue bonds, and appropriating the same amount in revenue bond proceeds to lapse on June 30, 2015, for the same purpose.

RELATING TO THE STATE OF HAWAII COLLEGE SAVINGS PROGRAM.

Supports investment in a child's future by allowing family members and friends to contribute to State-established HI529 college savings accounts that currently only account owners can contribute to.

RELATING TO THE UNIVERSITY OF HAWAII.

Allows UH to adopt administrative rules to regulate activities at and within the Mauna Kea lands, or the lands UH leases from the Board of Land and Natural Resources.  Allows UH to provide for procedures to enforce these rules, and to assess and collect administrative fines for violations of these rules.  Establishes the Mauna Kea Management Special Fund.

Status

RELATING TO TECHNOLOGY.

Implements key recommendations of the Hawaii Broadband Task Force by establishing the Hawaii Communications Commission (HCC) and the Hawaii Communications Commissioner in the Department of Commerce and Consumer Affairs (DCCA).  Transfers functions relating to telecommunications from the Public Utilities Commission to HCC and to cable services from DCCA to HCC.  Establishes a work group to develop procedures to streamline state and county broadband regulation, franchising, and permitting and report to the Legislature.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
