RELATING TO FARMS. Establishes a pilot program within the Department of Agriculture to develop safe food certification for farms that form agricultural cooperatives and establish purchasing agreements with hotels and restaurants. Establishes the Food Certification Pilot Program Special Fund.

RELATING TO WORKS OF ART SPECIAL FUND. Allows expenditures from the Works of Art Special Fund for acquisition of works of art for the Bernice Pauahi Bishop Museum and Iolani Palace.

RELATING TO IRRIGATION SYSTEMS. Appropriates funds for the repair and maintenance of irrigation systems. Renames the existing irrigation repair and maintenance special fund as the agricultural infrastructure improvement special fund and allows the special fund to be used for agricultural water and land planning.

RELATING TO AGRICULTURAL WATER SYSTEMS. Authorizes the Agribusiness Development Corporation to acquire agricultural water systems to provide water for irrigation of agricultural lands. Exempts agricultural water systems from the subdivision requirements of county ordinances. Provides that, if a description of the system sufficient to identify the property being acquired, including a map, description of metes and bounds, and other information required by the conveyance law is provided by the owner, the system may be conveyed without subdivision.

RELATING TO MEDICAID. Requires the department of human services to award medicaid contracts to nonprofit insurance entities only.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
