RELATING TO TAXATION. Exempts the state income tax for individuals who earn less than $40,000 per year and increases the income tax for individuals who earn $750,000 or more. Drops dead 12/31/15.

RELATING TO ENERGY RESOURCES. Clarifies solar water heater variance request procedures and authority and provides guidance with respect to solar water heater system standards.

RELATING TO LOW-INCOME HOUSING TAX CREDITS. Makes state low-income housing tax credits more valuable by shortening the period over which the credits can be taken from ten years to five years.

RELATING TO HAWAII HEALTH SYSTEMS CORPORATION. Establishes a transitional management team within the Hawaii Health Systems Corporation to planning for necessary restructuring to ensure the strength of the state's health care safety net.

Authorizes Hawaii Health Systems Corporation (HHSC) and the Maui Regional System Board to remove the Maui Regional Health Care System and its facilities from HHSC by transferring regional assets to a legal entity which will finance and continue to provide health care services to Maui.

RELATING TO THE TRANSITIONING OF THE REGIONS AND FACILITIES OF HAWAII HEALTH SYSTEMS CORPORATION. Authorizes a facility or regional health care system under the Hawaii health systems corporation to transition into a new legal entity, including a nonprofit or for-profit corporation, municipal facility, or public benefit corporation.
