RELATING TO EDUCATION. Authorizes and obligates DOE to oversee and monitor students eligible for special education who are placed in private schools or facilities at public expense.

RELATING TO EDUCATION. Requires fiscal accountability measures at the school level. Requires the Board of Education to develop an appeals process for school community councils.

RELATING TO RECONSTITUTING SCHOOLS. Allows the Superintendent of Education to reconstitute a public school, except a charter school, which has been in restructuring for four or more school years and not advanced significantly toward improving academic performance as determined by a statistical analysis of academic data. Also allows the Superintendent to recommend to the charter school review panel actions that should be taken to reconstitute a charter school which has been in restructuring for three or more school years, and recommend that the charter school review panel revoke the charter school's charter.

RELATING TO EDUCATION. Creates the Facilities Alignment Commission to establish criteria for the selection of public schools to be constructed, expanded, consolidated, or closed, and recommend a list of areas for new school construction, and of schools for expansion, consolidation, or closure. Requires the Board of Education to comply with these recommendations if the legislature does not disapprove of them in their entirety.

RELATING TO CHARTER SCHOOLS. Improves the charter school funding mechanism to ensure that charter schools receive fair and equitable funding.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
