RELATING TO EDUCATION. Authorizes the Hawaii teacher standards board to suspend its policies, rules, and standards when required by extenuating circumstances. Authorizes the board to determine how it collects license fees.

RELATING TO EDUCATION. Repeals the Performance Standards Review Commission.

RELATING TO CIVIL SERVICE PERSONNEL. Ensures that civil service benefits for department of education civil service employees are the same as those provided to civil service employees of other executive branch employees until 6/30/12.

RELATING TO CAFETERIA WORKERS. Changes the employment period for cafeteria workers employed on or after July 1, 2009, from twelve to ten months.

RELATING TO SCHOOL FACILITIES. Transfers responsibility for school facilities repair and maintenance for air conditioning equipment and donated equipment and fixtures from the Department of Accounting and General Services to the Department of Education, consistent with Act 51, SLH 2004.

RELATING TO EARLY LEARNING. Requires any unexpended or unencumbered general fund appropriations designated for the State's early learning system to lapse into the Keiki First Steps Trust Fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
