RELATING TO MILITARY AFFAIRS. Creates the military affairs liaison special fund within a nonprofit entity to support the nonprofit entity's duties as the state liaison in matters relating to the military. Requires adjutant general, with the governor's concurrence, to select the nonprofit entity. Appropriates funds to the special fund.

MAKING AN APPROPRIATION FOR THE ABOUT FACE PROGRAM. Appropriates TANF funds for Hawaii National Guard About Face family of programs for FY 2009-2010 and 2010-2011.

MAKING AN APPROPRIATION FOR THE MAUI OFFICE OF VETERANS' SERVICES. Appropriates funds for one veterans' counselor position for the Maui office of the office of veterans' services.

RELATING TO VETERANS SERVICES. Establishes the Veterans' Services Special Fund to fund positions and programs in the Office of Veterans' Services. Establishes a veterans' service tax on liquor and deposits the revenue into the Veterans' Services Special Fund.

RELATING TO VETERAN BURIAL GRANTS. Requires Office of Veterans' Services make burial grant payments directly to a mortuary for its services and for transportation to the Philippines of the remains of a deceased veteran who joined the New Filipino Scouts between 10/06/1945 and 06/30/1947 and died after 06/30/2004. Appropriates funds.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Requires the dismissal of a protest of an award of a contract if the reason for the protest is based upon an error in a bid that is less than 1% of the bid amount. Limits the protested amount in an administrative proceeding to no less than 10% of the total estimated value of the contract. Requires the initiator of an administrative proceeding to pay a cash or protest bond equal to 1% of the total estimated value of the contract and not more than $50,000.

RELATING TO PROCUREMENT. Raises the ceiling for construction contract bid security requirements from $25,000 to $50,000.

RELATING TO PROCUREMENT. Allows for persons desiring a Hawaii product preference to self-certify their Hawaii products when submitting bids as an alternative to registration on the Hawaii products list. Amends the definition of a Hawaii product by revising the product classes. Revises administrative rules relating to exemptions from procurement.

DECISION MAKING TO FOLLOW
