RELATING TO GOVERNMENT.

Establishes the Hawaii Energy and Food Security Task Force to address Hawaii's energy and food security needs.  Increases the tax collected on each barrel of imported oil, and allocates a portion thereof for energy security uses.

RELATING TO PUBLIC SCHOOL FACILITIES.

Requires construction and renovation of public school facilities to meet the Collaborative for High Performance Schools standards.  Requires replacement of old portable buildings with high performance classrooms.  Also requires prioritization of public school facilities projects in accordance with certain criteria.

RELATING TO WATER QUALITY STANDARDS.

Amends state water quality standards for marine waters to conform to federal standards.

Extends the reverse vending machine rebate program and increases the financial incentives.  Appropriates moneys to the counties to plan and operate county recycling programs.

Directs the public utilities commission to establish energy efficiency portfolio standards.

Establishes the renewable energy branch in the department of business, economic development, and tourism to coordinate and promote renewable energy initiatives.  Strengthens existing renewable energy and planning provisions.  Provides for staffing.  Appropriates funds.

Establishes comprehensive measures for increasing the production and use of renewable energy in the State.  Effective 1/1/2020.

RELATING TO COMMUNITY-BASED ECONOMIC DEVELOPMENT.

Amends sections of chapter 210D, HRS (relating to community-based economic development), to update the provision of services provided by the community-based economic development technical and financial assistance program.

RELATING TO SCIENCE AND TECHNOLOGY.

Establishes a task force to develop the Hawaii state science and technology plan.  Appropriates funds.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
