RELATING TO SURCHARGE FOR INDIGENT LEGAL SERVICES. Increases the initial filing fee for civil actions.

RELATING TO HAZARDS. Allows Civil Defense, when no emergency exists, to enter on private property to mitigate hazardous situations after giving the landowner notice. May seek recovery and reimbursement of costs and expenses.

RELATING TO CAMPAIGN SPENDING. Amends the pilot project for comprehensive public funding of Hawaii county council elections by commencing the project in the general election year 2014.

RELATING TO PHYSICIAN ORDERS FOR LIFE SUSTAINING TREATMENT. Creates a process for a patient to direct end-of-life treatment in a standardized physician orders for life sustaining form.

RELATING TO EMPLOYMENT SECURITY. Establishes eligibility for unemployment insurance.

RELATING TO LAW ENFORCEMENT. Creates the Domestic Violence Special Fund to provide grants to organizations that provide domestic violence services. Provides grants to the counties for their career criminal prosecution units and victim witness assistance programs.

RELATING TO SENTENCING OF REPEAT OFFENDERS. Changes the mandatory minimum sentencing of repeat offenders from mandatory to discretionary.

RELATING TO SENTENCING. Restores a statutory provision allowing for presentence mental health or medical examination of defendants for purposes of sentencing.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:

FAX: For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (Neighbor Islands); or
WEB: For comments less than 4MB in size, transmit through the Web page at http://www.capitol.hawaii.gov/emailtestimony
Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
