RELATING TO THE STATE OF HAWAII ENDOWMENT FUND. Amends the $4,000,000 appropriation to the State of Hawaii Endowment Fund authorized under Act 97, SLH 2006, as amended by Act 156, SLH 2007) to stipulate that all portions of pledges not matched by actual payment of the pledge by February 28, 2013, revert to the general fund.

RELATING TO THE HAWAII TOURISM AUTHORITY. Removes from the Hawaii Tourism Authority (HTA) Board the Director of Business, Economic Development, and Tourism, Director of Transportation, Chairperson of the Board of Land and Natural Resources, and Executive Director of the State Foundation on Culture and the Arts, and places them in an advisory group to HTA.

RELATING TO THE WORKS OF ART SPECIAL FUND. Increases the amount of state fund appropriations for capital improvement construction costs earmarked for the Works of Art Special Fund (Special Fund) from one to two percent. Allows 50 percent of the Special Fund to be used for capital improvement projects, the purchase of facilities, and repair and maintenance of facilities dedicated to culture and the arts.

RELATING TO THE HAWAII TOURISM AUTHORITY. Broadens the scope of a "tourism emergency" to include a regional or worldwide economic crisis.

RELATING TO TOURISM. Requires, for fiscal years 2009-2010 and 2010-2011 only, an additional distribution of not more than $10,000,000 in Transient Accommodations Tax revenues to the Tourism Special Fund.

RELATING TO THE HAWAII TOURISM AUTHORITY. Repeals the Hawaii Tourism Authority. Establishes the Department of Tourism. Transfers the Convention Center Enterprise Special Fund, Tourism Special Fund, and Tourism Emergency Trust Fund to the Department of Tourism. Renames the Department of Business, Economic Development, and Tourism to the Department of Business and Economic Development.

RELATING TO STATE IDENTIFICATION. Allows the attorney general to contract with counties to process and issue state identification cards.

RELATING TO THE UNIFORM FOREIGN-COUNTRY MONEY JUDGMENTS RECOGNITION ACT. Enacts Uniform Foreign Country Money Judgments Recognition Act and in so doing, replaces and updates similar law codified as chapter 658C, HRS. Updates former law by, among other things, allocating burden of proof with respect to application of law, setting out procedure for obtaining recognition of foreign country money judgments, expanding grounds for denying recognition and allocating burden of proof to do so. Establishes statute of limitations.

RELATING TO THE UNIFORM MEDIATION ACT. Adopts the Uniform Mediation Act. Provides certain rules for mediations. Establishes a privilege that assures confidentiality of mediations in legal proceedings. Protects integrity and knowing consent through provisions that provide exceptions to the privilege, limit disclosures by the mediator to judges and others who may rule on the case, requires mediators to disclose conflicts of interest, and assures that parties may bring a lawyer or other support person to the mediation session.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES. Makes appropriations for claims against the State, its officers, and its employees.

DECISION MAKING TO FOLLOW
