RELATING TO THE PURCHASES OF HEALTH AND HUMAN SERVICES. Specifies that proposals for purchases of health and human services must be submitted by duly licensed providers and for the exact amount to be expended by the State.

RELATING TO ELECTIONS. Exempts the office of elections from procurement code requirements relating to cost or pricing data.

RELATING TO THE SALE OF REAL PROPERTY BY THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY. Allows the Hawaii Community Development Authority to sell, exchange, transfer, assign, or convey any real property located in the Kakaako community development district except for the area makai of Ala Moana boulevard, but excluding from such area the land identified by tax map key 2-1-14:16.

RELATING TO THE ENVIRONMENT. Untilizes certain special funds to support invasive species control and mitigation and to promote reforestation and sediment run-off mitigation.

RELATING TO HAWAII HEALTH SYSTEMS CORPORATION. Establishes a transitional management team within the Hawaii Health Systems Corporation to planning for necessary restructuring to ensure the strength of the state's health care safety net.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Authorizes Hawaii Health Systems Corporation (HHSC) and the Maui Regional System Board to remove the Maui Regional Health Care System and its facilities from HHSC by transferring regional assets to a legal entity which will finance and continue to provide health care services to Maui.

RELATING TO THE TRANSITIONING OF THE REGIONS AND FACILITIES OF HAWAII HEALTH SYSTEMS CORPORATION. Authorizes a facility or regional health care system under the Hawaii health systems corporation to transition into a new legal entity, including a nonprofit or for-profit corporation, municipal facility, or public benefit corporation.

RELATING TO HAWAII HEALTH SYSTEMS CORPORATION. Restructures the Hawaii Health Systems Corporation so the Corporate Board takes on a new role as a service and coordination group to assist the Regional Boards in improving public hospital services.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
