RELATING TO INMATES.

Requires return of all out-of-state inmates in private prisons by 12/31/2015.  Requires the public safety department to plan, design, and construct sufficient facilities to house inmates in Hawaii by 12/31/2015.

RELATING TO PUBLIC ASSISTANCE.

Requires director of public safety to transmit monthly reports to department of human services (DHS) listing all newly admitted inmates during the previous month to a correctional facility.  Requires DHS to identify inmates who receive public assistance, regardless of the nature of the inmate's offense, to enforce the prohibition of inmates from receiving public assistance.

Status

RELATING TO COMMITTED PERSONS' ACCOUNTS.

Amends section 353-20, Hawaii Revised Statutes, to permit the Director of Public Safety to direct the department to have one or more accounts for committed persons.  Also states that the accounts are non-interest bearing and that no interest can be paid to committed persons on the individual accounts.  Effective July 1, 2025.

RELATING TO PUBLIC SAFETY.

Establishes a state residential drug abuse program with an in‑community component to help inmates' reentry into the community upon their release from prison.  Expands number of transition beds in module nineteen at the Oahu community correctional center.

Establishes staff positions for the state fire council to accomplish its duties and responsibilities.

RELATING TO REDUCED IGNITION PROPENSITY CIGARETTES.

Delays implementation of the reduced ignition propensity cigarettes law to 09/30/2010.  Creates a special revolving fund to receive deposits of cigarette certification fees.  Authorizes the state fire council to expend moneys from the fund to cover the reduced ignition propensity cigarettes personnel and program costs.

RELATING TO TAX ON TOBACCO PRODUCTS OTHER THAN CIGARETTES.

Increases the tobacco tax on tobacco products other than cigarettes from 40 percent to 60 percent of the wholesale price and deposits 33.3 percent of the proceeds collected into the community health centers special fund.
