RELATING TO INSURANCE PREMIUM TAXES. Changes the insurance premium tax rates for life insurance and ocean marine insurance contracts.

RELATING TO THE INSURANCE PREMIUM TAX. Makes the insurance premium tax applicable to mutual benefit societies, fraternal benefit societies, and health maintenance organizations. Establishes medical workforce promotion, health workforce education, or an indigent health care program tax credit.

RELATING TO STATE FINANCES. Transfers temporarily until 06/30/2015 by reduction or deletion of certain earmarked amounts from the cigarette tax back to the state general fund.

RELATING TO THE HAWAII TOBACCO SETTLEMENT SPECIAL FUND. Reallocates for 6 years from 07/01/09 to 06/30/2015, distribution of moneys in the Hawaii tobacco settlement special fund, including depositing 14% into the state general fund.

RELATING TO THE TRANSIENT ACCOMMODATIONS TAX. Suspends for 6 years from 07/01/2009 to 06/30/2015 the distribution of transient accommodations tax revenues to the counties.

RELATING TO THE CONVEYANCE TAX. Suspends temporarily the distribution of a portion of the conveyance tax to the land conservation fund. Reduces temporarily the portions transmitted to the natural area reserve fund and rental housing trust fund.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
