RELATING TO SALARIES. Freezes the salaries of the Governor, Lieutenant Governor, justices and judges of all state courts, Administrative Director of the State, departmental directors and deputy directors, and members of the Legislature. Repealed in 2012. (HB1536 HD1)

RELATING TO INCOME TAX CREDIT. Provides a mandatory tax credit to taxpayers pursuant to article VII, section 6 of the Hawaii Constitution.

PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION, RELATING TO THE DISPOSITION OF PROJECTED EXCESS REVENUES. Routes a portion of projected increases in general fund revenues to emergency and budget reserve fund established by law. Sets 7% as the percentage that triggers the disposition. (HB993 HD1)

RELATING TO THE GENERAL EXCISE TAX. Amends the definition of engaging in business under section 237-2, HRS (general excise tax), to include persons who enter into an agreement with residents of the State where the person pays a commission for referral of potential customers. (HB1405 HD1)

RELATING TO TAXATION. Creates a nexus standard for taxing out-of-state businesses on their business activities in Hawaii.

RELATING TO TAXATION. Taxes a lessor of real property for capital improvements made by a lessee upon the termination of a lease.

RELATING TO REAL PROPERTY. Imposes a tax upon the value of improvements surrendered to a lessor by a lessee, without compensation to the lessee, upon the expiration of a long-term non-residential lease.

RELATING TO THE GENERAL EXCISE TAX. Exempts from the general excise tax the amounts received by a common paymaster to pay the remuneration for related persons to the common paymaster.

RELATING TO TAXATION. Requires the department of taxation to enter into a contract for a taxpayer non-compliance identification program to use high speed information processing to identify taxpayers who may have underreported their state tax liability. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
