Status

RELATING TO ECONOMIC STIMULUS.

Directs the state Director of Finance to release funds for county projects required to match funds counties are to receive from the  federal stimulus program within fifteen days of receipt of federal funds and to release funds for state projects required to match funds the State is to receive from the federal stimulus program within thirty days of receipt of federal funds.

Status

RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Requires that payments of the amounts attributable to the interest on the principal of the general obligation bonds authorized and issued for the acquisition and renovation of the old federal building for the department of commerce and consumer affairs be made out of the compliance resolution fund.

Status

RELATING TO STATE BONDS.

Authorizes issuance of general obligation bonds.  Makes findings required by Article VII, Section 13 of the State Constitution to declare that issuance of authorized bonds will not cause debt limit to be exceeded.

RELATING TO COUNTIES.

Specifies that in a county with a population of at least 500,000 people, a county board may issue revenue bonds in its own name if so authorized under the county charter.

Status

AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR WAILUA EMERGENCY BYPASS ROAD REPAIR AND RESURFACING, AND WAIMEA WASTEWATER TREATMENT PLANT UPGRADES FOR THE COUNTY OF KAUA‘I.

Appropriates $6,950,000 in general obligation bonds to the county of Kaua‘i for improvements to the Wailua emergency bypass road and the Waimea wastewater treatment plant.

Status

RELATING TO CAPITAL IMPROVEMENT PROJECTS.

Appropriates $50,000,000 in general obligation bond funds for state capital improvement projects within each county; provided that no funds shall be expended unless the relevant county appropriates $50,000,000 for county capital improvement projects.

Status

RELATING TO STATE FINANCES.

Authorizes issuance of general obligation bonds to fund construction of the cancer research center of Hawaii.  Authorizes transfer of $20,000,000 on 7/1/2009 and 7/1/2010 from the Hawaii cancer research special fund into the state general fund.
