RELATING TO ZONING. Requires counties to adopt zoning ordinances to require a minimum percentage of all roof tops on structures in multi-family, hotel, and industrial districts to be landscaped.

RELATING TO ENERGY EFFICIENCY. Directs the department of business, economic, development and tourism to adopt rules pertaining to appliance efficiency that are consistent with the California Appliance Efficiency Regulations. Prohibits the sale of appliances in the State after January 1, 2011, that do not meet efficiency standards.

RELATING TO ENERGY RESOURCES. Directs each state agency to establish cost-effective programs that encourage personnel to conserve electricity and water.

RELATING TO SOLID WASTE. Establishes a solid waste management commission. Assigns responsibility for developing the State's integrated solid waste management plan to the commission and authorizes the commission to establish an advisory council. Establishes the waste resource management special fund. Funds the special fund with moneys from the environmental response tax and the deposit beverage container deposit special fund.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Requires retail dealers with more than seventy-five thousand square feet of retail space to operate redemption centers. Effective 10/1/2009.

RELATING TO RECYCLING. Establishes a task force within the department of health to prepare a report on recycling programs in other states and countries and to create a plan for implementing a statewide recycling program based on the task force's findings. Makes an appropriation.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Requires dealers and redemption centers to pay the scrap value for aluminum containers in addition to the deposit refund value.

RELATING TO THE ENVIRONMENTAL IMPACT STATEMENT LAW. Requires an environmental assessment for any development on lands with an average slope of 20% or greater.

RELATING TO ENVIRONMENTAL RESPONSE. Excludes bona fide prospective purchasers and owners of contiguous properties who meet certain conditions from liability under the environmental response law.

RELATING TO POLLUTION. Prohibits the use of leaf blowers during certain hours and with emissions greater than 10 g/kW-hr; restricts the use of leaf blowers for certain periods of time and near operable doors, windows, and air ducts.

Makes it unlawful for a person to play, use, or operate a radio, tape recorder, cassette player or other machine or device for reproducing sound, if the sound generated is audible at a distance of fifty feet and the device is located in or on any public property or motor vehicle on a public street, highway, or public space; establishes penalties.

RELATING TO NUCLEAR ENERGY. Establishes a nuclear energy commission within the department of business, economic development, and tourism.
