RELATING TO SOLID WASTE.

Establishes goals of increasing the solid waste landfill diversion rate by 75% by 2013 and reducing the amount of solid waste entering Hawaii's waste stream by 75% by 2015.

RELATING TO TRANSPORTATION.

Provides that high occupancy vehicle lanes may be used by hybrid and other energy-efficient vehicles, regardless of the number of occupants.

RELATING TO ENERGY-EFFICIENT VEHICLES.

Requires all newly purchased or leased light-duty vehicles to have fuel economy of at least 18 miles per gallon.

Directs DOH to adopt California regulations relating to reducing vehicle emissions.

Requires the director of health to establish, by rule, motor vehicle emission standards by adopting the motor vehicle emission standards established by the State of California.

RELATING TO GASOLINE.

Repeals section 486-J10, ten per cent ethanol by volume requirement for gasoline sold in Hawaii for use in motor vehicles.

RELATING TO GASOLINE.

Reinstates the maximum pre-tax wholesale price of gasoline if the PUC determines that the actual pre-tax wholesale price of gasoline exceeds the maximum pre-tax wholesale price of gasoline calculated pursuant to section 486H-13 for 3 consecutive weeks and reinstates the suspension of the maximum price limit when the actual pre-tax wholesale price of gasoline does not exceed the maximum limit for a period of 3 consecutive months.

Repeals the sunset date of the tax exemption on gross income or proceeds from the sale of alcohol fuels.

RELATING TO TAXATION.

Repeals the sunset provision relating to the one cent tax on naphtha fuel used in a power-generating facility.

RELATING TO TAXATION.

Clarifies that the additional one cent license tax added to diesel fuel is not applicable to diesel oil that is sold for use in electric power generation by a power-generating facility.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
