RELATING TO GENETICALLY ENGINEERED PLANTS. Requires the department of agriculture to notify the public of the location of field tests and the production of genetically engineered plants.

RELATING TO AGRICULTURE. Places a moratorium on the growth of genetically modified taro plants.

RELATING TO RENEWABLE ENERGY. Removes the capacity limit for net energy metering and increases eligible customer-generator capacity to one megawatt. Permits existing net metered customers to remain with net metering program once alternative credits or compensation mechanisms are created. Allows an eligible customer-generator to generate up to one hundred kilowatts before the eligible customer-generator must gain public utilities commission approval of safety and performance standards.

RELATING TO RENEWABLE ENERGY. Removes the dependency of the price of electrical energy generated from nonfossil fuel sources from the price of energy generated from fossil fuels.

RELATING TO THE CONSUMER ADVOCATE. Requires the consumer advocate to advocate for the increased use of renewable energy sources in the provision of public utilities.

RELATING TO TAXATION. Amends the renewable energy technologies income tax credit to make the credit refundable for certain taxpayers, prohibit special allocations of the credit by pass-through entities, and prevents passive activity losses from including a depreciation deduction.

RELATING TO TAXATION. Promotes and encourages the use of renewable energy systems by allowing the income tax credits from photovoltaic energy systems that are purchased, installed, and placed in service in the State during the taxable year to be transferred and sold at a discount to another taxpayer.

RELATING TO A TAX CREDIT FOR THE PURCHASE OF ELECTRIC VEHICLES. Provides tax credit for the purchase of electric vehicles.

RELATING TO CLEAN FUEL. Provides a tax incentive for the purchase of passenger vehicles or light trucks that operate on clean fuels.

RELATING TO ENERGY. Requires maximum use of geothermal energy on the island of Hawaii to achieve energy self-sufficiency and reduced reliance on imported fossil fuels. Establishes a pilot program and a tax credit to facilitate the development of infrastructure for the deployment of renewable energy resources, including geothermal resources.

RELATING TO TAXATION. Amends the definition of nameplate capacity for biofuels facilities and revises the allowable tax credit to be equal to 40 cents per gallon of biofuel produced.

RELATING TO RENEWABLE ENERGY. Makes an appropriation for the relocation and establishment of a pilot plant for the conversion of biomass into liquid transportation fuel and electricity.

RELATING TO ENERGY RESOURCES. Encourages the use of competitively-priced ethanol produced in Hawaii from locally grown renewable feedstocks or waste materials, when available; specifies that "alternate fuels" shall not include imported fuels.

RELATING TO ENERGY RESOURCES. To comprehensively address deficiencies in Hawaii's energy resources coordination statutes. Provide policy guidance needed to provide adequate detail on the nature and relationship of the energy data analyses functions required of the state energy resources coordinator and energy program.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
