Makes tax credit applicable regardless of when building permit was issued. Provides that renewable energy technologies tax credits for systems installed and placed in service after 12/31/08 for single-family residential properties may not be claimed by residential home developers.

Amends the law mandating solar water heater systems for single-family dwellings by clarifying its application to new dwellings; clarifying variance request procedures and authority; reducing the tax credit for substitute renewable energy systems installed under the mandate; providing guidance for solar water heater system standards; and allowing use of demand-side management surcharge moneys for verification inspections.

RELATING TO RENEWABLE ENERGY. Requires expedited residential and commercial building permit or for any state permit approval process for installation of photovoltaic systems. Provides for approval by law if permit application is not granted or denied within sixty days for existing structures and within one hundred twenty days for new structures.

RELATING TO ENERGY RESOURCES. Requires expedited processing of an application for state and county permits for projects incorporating energy and environmental design building standards (leadership in energy and environmental design, LEED). Deems the application to be approved if no decision is made within 180 days of application.

RELATING TO HOUSEHOLD ENERGY DEMAND. Allows for the use of clotheslines at any privately owned single-family residential dwelling or townhouse. Allows reasonable restrictions on the use of clotheslines for aesthetic purposes.

RELATING TO RENEWABLE ENERGY. Requires the department of land and natural resources in cooperation with other state agencies to conduct a study to identify potential ocean zones suitable for hydrokinetic energy facilities.

· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at ENETestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
