RELATING TO WATER QUALITY. Authorizes the director health to use federal moneys from the American Recovery and Reinvestment Act of 2009 to fund drinking water and wastewater infrastructure programs.

RELATING TO ENVIRONMENTAL IMPACT STATEMENTS. Exempts from the purview of Chapter 343, HRS, the environmental review law, primary actions that require a ministerial permit, that involve secondary actions relating to infrastructure development within public right-of-ways that have no significant effect on the environment. RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Extends the reverse vending machine rebate program and increases the financial incentives. Appropriates moneys to the counties to plan and operate county recycling programs. (HB574 HD2)

RELATING TO RENEWABLE ENERGY FACILITIES. Sets a time limit for the filing of the diligence report with the energy resources coordinator; allows the energy resources coordinator to deem a permit approved if no further action or processing is reported by the permitting agency within seventeen months of the completed application. RELATING TO RENEWABLE ENERGY FACILITIES. Exempts renewable energy projects from subdivision requirements; defines "subdivision requirements"; requires agencies to accept instruments for recording and filing. (HB589 HD1)

· In person: 1 copy of their testimony to the committee clerk, Room 201, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
