Allows an agency to transfer the responsibility for preparing and funding environmental assessments and environmental impact statements to the user of the state or county land or new improvements to be constructed with state or county funds necessary to accommodate the user's operations.

RELATING TO LANDFILLS.

Places a moratorium on any new municipal solid waste landfill units on the leeward coast on or after 8/1/09.

Requires all waste facilities to charge commercial haulers operating commercial vehicles with a gross vehicle weight of 19,500 pounds or less, a tipping fee calculated on a pass through basis only.

Extends the sunset date of Act 2, Second Special Session Laws of Hawaii 2007, from the forty-fifth day following adjournment sine die of the Regular Session of 2009 to the forty-fifth day following adjournment sine die of the Regular Session of 2010.

RELATING TO TRANSPORTATION ENERGY.

Establishes a comprehensive approach to increasing the use of alternative fuel vehicles in the State, including state procurement of alternative fuel vehicles, tax incentives, and infrastructure requirements

RELATING TO TAXATION.

Authorizes an additional general excise tax on sale proceeds of vehicles having a net weight over a specified amount and provides a general excise tax exemption for the purchase of passenger vehicles or light trucks that operate on clean fuels.  Establishes a clean vehicle special fund.

        Status

RELATING TO TRANSPORTATION ENERGY INITIATIVES.

Establishes the development of non-fossil fuel transportation as a state policy goal.  Provides tax credits for the purchase and installation of electric vehicle charging infrastructure and alternative fuel refueling infrastructure.  Requires the designation of parking spaces for electric vehicles.  Requires state and county agencies to follow a priority list when purchasing energy-efficient vehicles, including electric vehicles.  Requires the director of transportation to furnish information to the energy resources coordinator on the use of electric vehicles in the State.  Requires the department of transportation to develop a plan for electric vehicle infrastructure.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
