RELATING TO ENERGY RESOURCES. Addresses deficiencies in Hawaii's energy resources coordination statutes. Provides policy guidance to ensure adequate detail on the nature and relationship of the energy data analysis functions of the state energy resources coordinator and energy program. (SD2)

RELATING TO RENEWABLE ENERGY. Requires electric utilities to establish renewable portfolio standards of 40% of net energy sales by 12/31/30. By 01/01/15, requires 100% of renewable portfolio standard to be met by electrical generation from renewable sources. Expands duties of energy resources coordinator concerning development of renewable energy resources. Specifies aspect of renewable energy projects that renewable energy facilitator has duty concerning with respect to permitting. Effective 01/01/50. (SD2)

RELATING TO FOSSIL FUELS. Prohibits the approval of any new electricity generating facilities using fossil fuel and the modification of existing electricity generating facilities to allow the use of more fossil fuel. (SD1)

RELATING TO AIR POLLUTION FEES. Removes the exemption from fees for air pollution emissions in excess of 4,000 tons annually from covered sources. (SD1)

RELATING TO CONDOMINIUMS. Gives boards of directors authority to install or allow the installation of solar energy or wind energy devices on the common elements of condominiums. (SD2)

RELATING TO RENEWABLE ENERGY. Permits existing net metered customers to remain with net metering program once alternative credits or compensation mechanisms are created. Prohibits electric utility from unreasonably denying, burdening, or delaying net energy metering contracts. (SD2)

RELATING TO UNDERGROUND STORAGE TANKS. Ensure compliance with the federal Energy Policy Act of 2005. (SD1)

RELATING TO SEAWATER AIR CONDITIONING. Allows the sale of cooling from seawater air conditioning district cooling systems to qualify for state enterprise zone benefits. Effective 1/1/2050. (SD2)

RELATING TO TRANSPORTATION ENERGY INITIATIVES. Establishes the development of non-fossil fuel transportation as a state policy goal. Requires the designation of parking spaces for electric vehicles. Requires state and county agencies to follow a priority list when purchasing energy-efficient vehicles, including electric vehicles. Requires the director of transportation to furnish information to the energy resources coordinator on the use of electric vehicles in the State. Requires the department of transportation to develop a plan for electric vehicle infrastructure. (SD2)

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM. Requires retail dealers with more than seventy-five thousand square feet of retail space to operate redemption centers. Effective 10/1/2009.

RELATING TO THE UNIVERSITY OF HAWAII. Makes an appropriation for the establishment of a sustainability internship program at the University of Hawaii at Manoa; requires the university to seek alternative funding for the program and report to the 2010 legislature. (SD2)

MAKING AN APPROPRIATION FOR THE EMERGENCY ENVIRONMENTAL WORKFORCE. Appropriates funds for the establishment of an emergency environmental workforce program in light of recent national and local economic downturns and wars, and provides for the continuation of emergency environmental workforce services during periods of warfare or significant economic hardship. (SD2)

DECISION MAKING TO FOLLOW
