RELATING TO ENERGY RESOURCES.

To comprehensively address deficiencies in Hawaii's energy resources coordination statutes.  Provide policy guidance needed to provide adequate detail on the nature and relationship of the energy data analyses functions required of the state energy resources coordinator and energy program.

RELATING TO WATER POLLUTION.

Establish exempt positions entitled Total Maximum Daily Load Coordinator.

RELATING TO MOTOR VEHICLES.

Requires the director of health to establish, by rule, motor vehicle emission standards by adopting the motor vehicle emission standards established by the State of California.

RELATING TO RENEWABLE ENERGY.

Establishes comprehensive measures for increasing the production and use of renewable energy in the State.

RELATING TO GOVERNMENT.

Establishes the Hawaii energy and food security authority to plan, coordinate, and address Hawaii's energy and food security needs.  Repeals the state program for energy planning and conservation.  Imposes the environmental response and energy and food security tax.  Makes the executive director of the authority the energy resources coordinator.  Repeals the energy resources coordinator duties.  Abolishes the agribusiness development corporation on 7/1/2011.

RELATING TO THE ENVIRONMENTAL IMPACT STATEMENT LAW.

Requires a supplemental environmental assessment or supplemental environmental impact statement after the passage of 15 years from the date of the acceptance of the statement or the determination of a finding of no significant impact, if the proposed action is not completed.

Status

RELATING TO THE ENVIRONMENTAL IMPACT STATEMENT LAW.

Requires an environmental assessment for any development on lands with an average slope of 20% or greater.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
