RELATING TO WATER QUALITY. Authorizes the director health to use federal moneys from the American Recovery and Reinvestment Act of 2009 to fund drinking water and wastewater infrastructure programs.

RELATING TO ENVIRONMENT. Creates the emergency environmental workforce to provide employment to persons who have lost their jobs in the economic downturn and prioritizes the allocation of federal economic stimulus funds for the operation of this program.

RELATING TO ENERGY. Establishes the renewable energy branch in the department of business, economic development, and tourism to coordinate and promote renewable energy initiatives. Strengthens existing renewable energy and planning provisions. Provides for staffing. Appropriates funds. (HD1)

Extends the authorization to issue special purpose revenue bonds for Honolulu Seawater Air Conditioning, LLC for the design and construction of a seawater air conditioning/thermal energy storage district cooling system on Oahu.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST SEAWATER AIR CONDITIONING PROJECTS ON OAHU. Authorizes the issuance of special purpose revenue bonds to Honolulu Seawater Air Conditioning, LLC, for the purpose of design and construction of a seawater air conditioning district cooling system in downtown Honolulu.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
