RELATING TO ENERGY. Establishes the renewable energy branch in the department of business, economic development, and tourism to coordinate and promote renewable energy initiatives.  Strengthens existing renewable energy and planning provisions.  Provides for staffing.  Appropriates funds.  (HB279 HD2)
