RELATING TO GENERAL EXCISE TAX.

Establishes a general excise tax exemption for all of the proceeds arising from the provision of flight instruction.

RELATING TO ADVANCED FLIGHT SIMULATOR TRAINING.

Adds businesses engaged in advanced flight simulator training for pilots, dispatchers, mechanics, or air traffic controllers to the definition of "qualified business" under the state enterprise zone law.

RELATING TO INCOME TAX CREDITS.

Provides an income tax credit for employers when their employees telecommute for work.

RELATING TO TELEWORK.

Establishes the telework task force to develop a comprehensive plan that will encourage and expand telework opportunities in Hawaii while reducing harmful environmental impacts, traffic congestion, the dependence on fossil fuels, and encourage a better quality of life for people who commute to work in Hawaii.  Makes an appropriation.

Requires the department of taxation to evaluate certain tax credits and tax exemptions and report to the legislature.  Requires the department of taxation to give recommendations and for the legislature to implement those recommendations prior to the mandate for those tax credits and tax exemptions to sunset.

Amends the High Technology Investment credit, also known as Act 221, to provide an aggregate cap on the amount of high technology business investment tax credit issued per year.
